View flashes too much when switching top level items #30663

Describe the bug

There's a lot of flashing that happens when switching between top level items. Both at the macro and micro levels.

To Reproduce

1. Visit https://cd.apps.argoproj.io/
2. Click each of Applications, ApplicationSets, Resources, Settings, User Info, Documentation -- twice

Expected behavior

• The version field shouldn't show loading after it has loaded the first time. It's better to show a stale version and then replace it than to show the stale version, flash loading, and then show the same version again
• Ideally the whole view shouldn't flash to black repeatedly.
